2021-2022 Area Plan Update

The Older Americans Act established the California Department of Aging (CDA) and a statewide “aging network” of 33 Area Agencies on Aging (AAA). This network shares responsibility for planning for California’s present and future aging and long-term care needs.

Area 1 Agency on Aging serves Humboldt and Del Norte Counties, representing almost 44,000 people aged 60 and over, making up 24% of the population of PSA 1 according to 2020 CDA Intrastate Funding Projections.
The Area 1 Agency on Aging (A1AA) Area Plan and the California State Plan on Aging together establish the framework for how A1AA will deliver services to Humboldt and Del Norte Counties’ diverse population.

The Area Plan describes A1AA’s planned activities over a four-year cycle and includes the process to identify the needs of older adults and their caregivers. The assessment of older adults’ needs helps to determine the Agency’s goals and objectives to deliver services that address needs of older adults and their caregivers.

  • The A1AA Area Plan establishes goals and objectives for services based on the following:
  • Needs assessment activities which may include surveys, interviews, focus groups, review of service data, public hearings, etc.
  • Targeting mandates specified by law which includes key groups of people identified by the Older Americans/Older Californians Acts as being most at risk for health and other problems as they age.
  • Adequate proportion/minimum percentages (and other funding limitations) required by law for providing services in specific categories (Access, In-Home Support and Legal Assistance.)
